A vote for your local VF Plus candidate is a vote for a stronger Helderberg voice in the City of Cape Town Council. We will serve our wards, work together across ward boundaries, support what advances Helderberg interests and challenge what does not.

Our first responsibility is to the residents of the wards that elect us. But the issues affecting our communities do not stop at ward boundaries.
Roads, rates, water, sewage, development, public safety and the environment affect the wider basin. That is why our candidates intend to work as one team and take a coordinated Helderberg voice into the City of Cape Town Council.
Your councillor represents your ward. Our team represents the Helderberg.
We will support good decisions regardless of where they come from, ask difficult questions when necessary and challenge decisions that do not adequately serve Helderberg residents.
In practice, working across ward boundaries means sharing information between wards, raising the same recurring problem from more than one ward when that is what it takes to be heard, and following up together until a matter is resolved rather than letting it disappear between departments.
None of that replaces local representation. Each councillor is elected by one ward and answerable to the residents of that ward first. Coordination between wards is there to add weight to local work, not to draw attention away from it.
Shared Helderberg Priorities
These are the concerns raised most often by residents across Somerset West, Strand, Gordon's Bay and Macassar.

Municipal rates, levies and taxes
Residents deserve transparency, accountability and visible value for the rates, tariffs and municipal charges they pay. We want municipal decisions to recognise the financial pressure households and businesses face while maintaining the services communities depend on.

Potholes, water and sewerage
Roads, water networks, sewerage systems and public infrastructure require proper maintenance, faster escalation when failures occur and clear accountability when problems persist.

Ocean and water pollution
Water quality affects public health, recreation, tourism, our coastline and the natural environment. The Helderberg needs stronger infrastructure, reliable monitoring and effective action where sewage and water pollution threaten our communities.

Unlawful occupation and public land
Public land and community spaces need lawful, consistent management. We support responsible enforcement, protection of municipal and community property, and practical responses to unlawful occupation and public-space deterioration while recognising the human and social challenges involved.
VF Plus 2026 Municipal Elections Manifesto
Our Helderberg campaign stands on the national VF Plus 2026 municipal manifesto. These are the ten commitments that guide how we will vote and act in Council.

Devolve decision-making capacity and power to as close as possible to the community; and give communities greater control over their taxes, services, safety, development and heritage.

A substantial portion of the tax money collected in your ward (your property rates and levies) should be reinvested there; use the equitable share to provide basic services to the indigent; reduce superfluous management positions and appoint more tradesmen to effectively deliver services; and ensure value for tax money through quality service delivery and effective governance.

Stop above-inflation increases; prevent the need for increases by cutting unnecessary spending; implement a uniform rates system and uniform service tariffs; implement smart meters and accurate municipal accounts; and protect property rights and property values.

Spend infrastructure allocations in full; spend at least 8% of the book value of property, plant and equipment on maintenance each year; and appoint experts and tradesmen.

Skilled and professional officials; functional oversight by councils and committees; consequences for transgressions; and recover funds lost to fraud and corruption.

Stop the pollution of the environment; prioritise the maintenance and development of sewage plants and landfill sites; ensure compliance with applicable legislation and effective policing thereof; stop the loss of water due to burst pipes and leaks; ensure cooperation between role players to prevent crime and apprehend criminals; and promote a safe environment through CCTV cameras and working street lights.

Create a favourable environment for the private sector to stimulate economic growth and create sustainable jobs; cut red tape and make it easy to do business; and promote an environment that inspires investor confidence.

Stop appointments that are not based on merit; appoint the best person for the job regardless of skin colour or political affiliation; reduce superfluous senior and administrative positions and appoint more experts and tradesmen, such as engineers and electricians; and promote a culture of service.

Good and accountable governments true to Christian values and a dispensation of equal rights for all groups and communities.

Act as a stable, principled coalition partner and fight for the rights of VF Plus voters within coalition governments; act as effective watchdogs against mismanagement, corruption and incompetence; and ensure transparency and accountability through sufficient oversight.
Electing a local councillor is not only about getting help with neighbourhood issues. It also gives the Helderberg another representative who can raise questions, scrutinise decisions, vote in Council, advocate for local priorities and work with other Helderberg representatives.

Each candidate has their own ward, their own community and their own local priorities. Together, they intend to give the Helderberg a stronger coordinated voice.
Standing as a team does not mean standing in place of your own councillor. It means that once elected, the residents of each ward have someone accountable to them locally, and that those councillors intend to work together on the matters that affect the whole basin.
Every candidate campaigns in their own ward and, if elected, answers to the residents who voted for them. Local issues stay local work.
Water, sewerage, roads, rates, public safety and the environment cross ward boundaries, so the team intends to raise and follow up on them together.
We intend to support decisions that serve residents and challenge those that do not, regardless of which party puts them forward.
